Trying to create a 'WHEN, WHEN, THEN' Field Definition Rule

Is it still impossible to create a Field Definition rule as follows:

WHEN Field A = X

and

WHEN Field B = Y

THEN Field C will be set to Z

Seems like a rule that everyone could and would use.
