TFS 2013 Ridiculuos timeouts during conflict resolve

I attempted to check in boost into TFS.

Since I had a previous version in TFS, I deleted the old boost directory in my workspace and replaced it with the new boost sources. TFS reported about tons of adds and deletes and offered me to promote these, which I did.
When I attempted to check in all new boost sources, TFS eventually reported 97606 conflicts. I selected all conflicts and chose "Keep Local Version". After a while, TFS started chewing on the new files but it did so with a remarkable timeout scheme:

1) Process 250 files within exactly 15 seconds
2) Wait exactly 30 seconds
3) Go to 1)

With exactly 45 seconds for each chunk of 250 files, the "Resolve Multiple Conflicts" process required of course almost five hours, which is ridiculous. Even our stone-age StarTeam Server is orders of magnitudes faster.

Reproducible delays of exactly 15 and 30 seconds are definately no coincidents. These numbers must be buried somewhere in the TFS server settings (hopefuly not hard-coded). The TFS server is running on a separate host for its exclusive use.

So how can I make the TFS server drop its ridiculous time outs and use 100% of all cores of that host?
