Auto-Create a copy of workitem in another team project when specific fields change in a workitem in one team project

Hi,

Lets says I have team projects A and B in TFS 2015.1.

There is a work item in project A. If specific fields of A change to certain values, I need a copy of workitem to be created in project B.

Whats the best way to do this programatically?
