No option to create a new project in TFS 2015 portal

I've just installed two instances of SQL Standard 2014, SharePoint Foundation 2013 and TFS Standard 2015 (in that order) on these two VMs:

• SQL14 = DB\SP & DB\TFS
• SP13, TFS15 = SERVER3

I've made sure that my domain account is in the Project Collection Administrators group, but I'm only getting a Browse link on the portal front page—there's no link to create a new project.

What am I missing?
