deployment questions

We are new to TFS and are currently setting up a new TFS2012 environment and had a few question regarding gated check-in / deployment. Our end goal is that after a successful gated check-in, we'd like to deploy the files that have been changed to a separate development server that our developers use to test their applications changes, verify they are working correctly, etc. 

two questions:

Is it possible to only deploy the files that have changed as opposed to the whole project? It appears to build the whole solution and project every time. So for example.. with a web application, we'd like to deploy only the files changed, maybe a aspx file(s) and the associated *.dll - NOT the whole project and its contents (every *.aspx, *.dll, web.config, etc). Is this possible, if so, how would we do that?

If we have a project that contains, non-buildable files -such as JavaScript files, but they live in a solution that is using a gated check-in...how do we NOT trigger a build for javascript files that have changed (there is no need to build anything)? Is it possible to do that?  All we really want to do with the java files is deploy (copy) them to the development server for testing.
