TfvcTemplate.12.xaml - Failed to load the following parameters

I have a solution in VS 2012 that I'd like to build using the template "TfvcTemplate.12.xaml". I select the "Process" tab, the select "TfvcTemplate.12.xaml" from the drop-down. The "Build process parameters" are populated but for section 5 I get "Failed to load the following parameters".

I've tried this on two different build servers and get the same problem. In both cases the source code repository is Visual Studio Online, but I need the build service to run on-premise because it has to build BizTalk solutions.

Any help would be great.
