Enable multiple checkin/out

Hello,

I have a  problem in my TFS .
When I have a file in checkOut part of users can edit  the file and part no.
Of course what I want is that if a user has the file in checkOut , then anyone can edit until the file will be checkIn .

Problem: Some of the users and others can not
