Webpage form that creates a TFS requirement within existing TFS project, where to begin?

Currently when another team needs a small one-off type web project done they email the team leaders with the request. This leads to extremely varied levels of information being included in the message. Additionally this means the team leaders have to manually enter that information into TFS as a requirement within a project we have setup for small assignments. I want to simplify and automate the process by removing the aspect of having to manually add the requirement. 

So far I have a webpage that consists of a form that in its current state sends the information to my team leads in a formatted structure. I would like to improve upon this so that when the user clicks submit the data is used to create a new requirement within the existing project. 

At the moment I'm looking for a starting point on where to begin. My understanding is that there is a TFS API that I can use but I'm not sure where to start? Am I using the correct terminology to describe my issue? I've been trying to find examples of what I'm attempting to achieve but so far have found a lot of things that may be close but not what I'm looking for. 

I'm not a pro with C# but I'm comfortable enough with it and have enough resources around me that I don't consider it a barrier. 

Any examples, suggestions and other help is greatly appreciated.
