Sometimes failed to update tfs workitem state field through programmatically using c#

Hi,

      When i try to update tfs workitem state field programmatically it was displaying error message that user doesn't have permission.I tried updating the user who having the permission to update workitem state field,sometimes updating but sometimes failed to update.Can you tel me y i am  getting this error?
