Some features of Team Web Access are not visible to you.????

I have 2 tfs severs set up for 2 different companies, on windows 2012 servers. every think seems to be the same.

On one of them I get the full features on the other I get the alert "Some features of Team Web Access are not visible to you"

My membership is the same for both, MSDN Visual Studio Ultimate. why do I not get full membership on both.

I login with a local user account, but one server must recognize me as a MSDN member the other does not. I don't know how to associate me live login with the tfs server.

Any ideas, I am confused.
