Does VS2013 Professional (without MSDN) include a TFS CAL?

Subject line says it all.  We're currently using VS2010 Professional (without MSDN), and are thinking about upgrading to VS2013 Professional.  Does the non-MSDN version of VS2013 Pro include a TFS CAL?
