TF200016 Trying to Manage Team Project in TFS 2013 (Update 2) via VS 2013

Using TFS 2013 with Update 2, in VS 2013 I created a team project when I added a solution to source control.  That project appears in the TFS Admin Console. However, in Visual Studio, in Team Explorer / Settings, clicking any of the Team Project settings that display a web page returns a TF200016.  For example, clicking Work Item Areas browses to http://xxx:8080/tfs/DefaultCollection/TestProject/_admin/_areas, and displays:

The page you are looking for is currently unavailable.

TF200016: The following project does not exist: TestProject. Verify that the name of the project is correct and that the project exists on the specified Team Foundation Server.

If I browse to http://xxx:8080/tfs/_admin#path=DefaultCollection&_a=node, it's telling me that the collection has no team projects.

If I click on any of the Team Project Collection links of Team Explorer / Settings, they work, e.g. http://xxx:8080/tfs/DefaultCollection/_admin/_security.

I thought I'd try creating a project directly (not when adding a solution to source control), so I selected New Team Project... in Team Explorer.  After clicking Create, Visual Studio died and restarted, and while the new team project appears in Admin Console, doing Select Team Projects from Team Explorer shows NO projects.  Another post mentioned deleting the cache (C:\Users\[user]\AppData\Local\Microsoft\Team Foundation\5.0\Cache), but doing that and restarting VS produced same results.

Am I doing something wrong, or was Q/A goofing off again?
